The IPPF South Asia Region (IPPF SAR) is seeking an agency for Video Documentation of the District Health Information Software 2 (DHIS2). The DHIS2 is an open source, web-based platform most commonly used as a health management information system. IPPF SAR uses DHIS2 for data collection, validation, analysis, presentation and visualisation.
IPPF SAR has developed a comprehensive Data Management Strategy to guide effective data governance, ensuring proper data flow, access, monitoring, analysis, and high-quality standards while maintaining confidentiality and security at all levels. To support this, IPPF SAR has helped Member Associations (MAs) set up local MA DHIS2 systems for aggregating data from service delivery points. Efforts are ongoing to minimize data burden on clinic staff and streamline data uploads into national systems. Despite multiple rounds of training in 2023 and 2024, high staff turnover has necessitated repeated retraining. To address this, IPPF SAR plans to produce a user-friendly video documentary that clearly explains the end-to-end data management processes. An agency with DHIS2 expertise will be onboarded to create this comprehensive training resource.
Key Tasks and Expected Deliverables
- High-quality user-friendly video documentation covering data recording, reporting, analysis, and data quality assessment processes which include script development, visual design, video production and orientation.
- Providing support to the IPPF SAR MAs in 2025 annual reporting.
Timelines
The overall contract timeline would be from September 2025 to December 2025 (including technical support to MAs in annual data reporting in 2026, up to March 2026)
Application Details and Evaluation Criteria

- A Technical Proposal (not more than 10 pages maximum) indicating:
- Understanding and in-depth knowledge on DHIS 2 system. And previous work with IPPF and SAR MAs on their DHIS2 system.
- A detailed list of team members involved (if relevant) as well as their qualifications and experiences.
- Provide a list of previous, similar assignments in the past 2 years.
- A Financial proposal, with details of the daily rate for the evaluation work as well as any other potential cost and a breakdown of working days according to the expected deliverables. The financial proposal should reflect the person/ activity being budgeted, time envisaged, per unit rate, subtotals, and total. Also, indicate if the service tax or GST (as applicable) has been included or not.
Proposals will be evaluated according to an objective scoring system, considering the requirements outlined in this document, particularly the ability to manage a process conforming to the timelines set out. Evaluation criteria and weighting will be based on technical criteria (70%) and financial criteria (30%).
